Triple-core model: By transitioning London from a single-hub to a triple-hub city, a triangle of service centre infrastructure for transit, utilities, and emergency services would be created. This would drastically lower municipal service costs – costs which rise exponentially away from a core- allowing for a significantly more uniform delivery of city services across London.
